William Waggoner
As the current President and CEO of Mexico Petroleum Company (MPC), William is responsible for overall company vision, coordination, planning, bilateral relations management, inside legal counsel and general strategic operations. William is a third-generation oil and gas operator with his roots stemming from several decades of experience in the Permian Basin, which included serving as General Director of Trigg Oil and Gas, managing oil and gas properties across multiple states, and increasing the company’s revenues and operations by over 300%.
He possesses both a strong educational background in petroleum management and law, with specialized expertise in natural resources and international law, as well as extensive experience in the petroleum industry. William has held several leadership roles, including Executive Director of the Independent Petroleum Association of New Mexico, where he successfully advocated for numerous laws benefiting industry.Since 1987, William has focused on U.S.-Mexico bilateral projects within the oil and gas sector.
He notably authored the foundational draft for the U.S.-Mexico treaty regarding hydrocarbon exploration in shared maritime zones, which was eventually ratified. He also played a key role in creating and founding a U.S.-Mexico exploration and production company, leading to the formation of MPC. MPC’s mission is to bring the experience and expertise of the Permian Basin to Mexico, while incorporating Mexico’s top industry leaders to implement the development of Mexico’s extensive unconventional resources
